Paragon apartments is a 305-unit apartment community being developed at the intersection of Old Town Hall Road and Bourbon St. in Eau Claire WI. The fourteen-acre site is immediately South of I-94 and across the Interstate from the Holiday Inn South and Johnny’s Steakhouse. Paragon Apartments is majority owned by Keyhole Capital. Keyhole Capital is owned by Jim and Jennifer Rooney, whom are also minority owners of Paragon Apartments. (Exhibit A-Org Chart and Exhibit B-Entity Listing).

Building Types

The project will consist of five 61-unit apartment buildings each with fourteen attached garages, seven 16-stall detached garages, a resort-style clubhouse with an outdoor pool and hot tub, and a maintenance building (Exhibit C-site plan). There will be 70 attached garages, 112 detached garages and 429 surface parking spaces providing 611 spaces. Eau Claire building code requires 535 parking spaces. The project parks at 2.0 spaces/unit.

Amenities

Paragon apartments will capitalize on its economy of scale to provide the most impressive amenity package in the Eau Claire market. There will be a 7,500 square foot clubhouse with a 24-hour exercise room, sauna, great room, private party room, indoor mail and package delivery room, business center with private work spaces, multi-sport simulator, theatre room and dog wash station. Exterior amenities will include a swimming pool, hot tub, playground, walking trails, car wash, and fenced dog park.
